1970s...Here We Come

What are the causes of Poverty and more importantly, what are the cures?

While the Fed contemplates a victory lap via higher interest rates and President Obama kicks back on a 17-day vacation, the issue of poverty has become as pervasive as any point in the last five decades. It never completely went away. Yet the policies that helped keep it alive are lauded as the way to trigger its eradication. There is a record amount of people on food stamps; one in five American children under the age 18 are living in poverty despite the higher taxes on the rich; and the additional shakedowns have not helped.

Nevertheless, brace yourselves for more of the same.

I was asked on Twitter about the reasons and the solutions for poverty. While I don’t claim to have all the answers, this was my tweet reply:

Welcome Back

Welcome back, your dreams were your ticket out
Welcome back, to that same old place that you laughed about
Well, the names have all changed since you hung around
But those dreams have remained and they're turned around

-John Sebastian (Welcome Back, Kotter theme song)

However, despite the fact that the nation’s economy and jobs picture improved in the past with passages of work-welfare programs, there is a massive movement to return to the glory days of the 1970s.

New York City Mayor Bill de Blasio is implementing a new program that should swell welfare rolls. To understand how nutty the plan is, consider that there will be three-tiers; and the one most ready for work or “fully employable” will be offered services not to work. For instance, there will be Basic Education, concluding English as a second language.

New York City, like the rest of the nation, saw a major plunge in welfare receipts after Bill Clinton ran for reelection on the promise to “end welfare as we know it.” In 1993, there were more than 1.1 million New Yorkers on welfare. The number dropped to 350,000 by the end of last year. Moreover, participation in the workforce by single-mothers rocketed from 43% to 63%; poverty declined by 10 percentage points.

In other words, the Welfare-to-Work program worked!

Moreover, there is absolutley no doubt that when people are not given a choice, they’ll find a way. More recently, the end of many  extended unemployment programs and other “emergency” progams forced people to look and to accept work. In 2014, there were three million net new jobs created. It has been determined that 1.8 million or 60% are directly related to the fact that when people stopped getting free money, they hit the bricks and found jobs.

China Takes Action

China’s economic tricks appeared to have dried up; last night, the People’s Bank of China (PBOC) announced it was devaluing its currency on the heels of the worst Producer Price Index (PPI) report in six years, and massive declines in exports and imports. I am not sure how the news will affect the Fed, but it could hurt expensive NYC real estate and other markets that have been gobbled up by many of the rich Chinese who are looking to hedge their bets.

Today’s Session

The rally is fading fast with the Dow Jones Industrial Average trading down to 17,390. Precious metals are getting a lift from the China currency concerns. Also, the US saw productivity rebounded 1.3% and unit labor costs rise by 0.5% in Q2.

does the 1 in five children statistic have a numerical figure, e.g., 20 million ? sometimes I think the "poor" live better than 90% of the entire world.

I work with people living in true poverty in a 3rd world country and we have found over the years that handouts are only useful in emergency situations. What has helped long term has been a focus on educating the young and providing work opportunities for the adults. Handouts just keep people stuck in the poverty they've been trapped in for generations.

I believe the biggest issues causing poverty, are false promises of "free", "your owed" and "quick $", coming from corrupt greedy people. Governments and Activists promising kids "free" everything and that "Your OWED" everything for some past history or perceived bias/racism. No real punishment for the true corruption and "back rubbing", with lawyers and activists suing everyone without anyone using any common sense. This needs to stop!
How? 1) Make it law that any lawsuit that is brought and is found to be false/frivolus the person bringing the lawsuit must pay all court fees, the lawyer must pay all the other lawyers fees + fines and compensation to whomever they accused. 2) Make it law that there is NO way to "settle" any lawsuit OR Crime (pleading down). 3) Limit Government Funding for all elections to a REASONABLE amount, say $10k - no election should cost more than that, its insane. 4) Scrap all laws on books now and start over with common sense ones, and the first law should be "All laws written will be no more than 3 pages long and written in plain english so that all americans can understand it." Second Law should be NO AMENDMENTS to any law. And after there are 100 laws in effect, to enact any new law it must REPLACE an existing law. 5) OUTLAW Lobbyists. 6) Prosecute crime and no "early releases". 7) go after the LARGE drug dealers/gangs instead of the teenager selling a joint or drinking a beer. 8) TEACH kids in school grades 1-12, the basics, English, MATH without the use of a calculator/computer, Technology, Science and US History. Leave Sex ed to the parents, Environmental studies as extra class, religion to the churches, world history can be taught as an elective. We need to get Back to Basics! 9) Parents need to start PARENTING! Hold them responsible if their kids are out doing something wrong, make them pay fine, go to parenting class do community service along with the child. Kids need to be taught responsibility. 10) GET A JOB. No more handouts. A helping hand for someone in need is just that, a helping hand, limited by time and scope. If help is still needed that is what the churches and charities are for, that's why they get donations.

Charles, I could not agree with you more. I established Xavier of LA computer science program in 1972 and firsthand evaluated the poor education from Miss. & LA for college work that was remedied by Xavier in one year. Education is the key and we need millions of underskilled workers upgraded by trade schools, community colleges, apprenticeships, and businesses training future workers. Unfortunately, I would also add the problem of poor cultural attitudes of some groups that actually oppose learning...the black hip-hop inner city gangs are a perfect example with external tattoos and pants down, etc. These groups dislike those who try to get ahead by adopting "white" culture as it reduces the smart ones from joining their gangs. I am one of your big fans so keep up the good work both in the investing AND being a great role model for so many. I have had some good discussions with your team over the past year. Best regards, Frank

Welfare , too much government thT mostly lines their own pockets. Nothing has changed in the last thousand years. Only the players...

Gloria cato on 8/11/2015 10:34:42 AM
Government incentives to destroy the family - get paid for having children if there is no father in the home , which breeds more children who do the same thing
Loss of manufacturing jobs due to trade agreements
Anti Christian movement in the USA, particularly by the government
Federal government control of the education system
Overregulation of business by the federal government
Trend toward socialism in general by all lawmakers
Lack of statesmen in government- too concerned about reelection and power

The National Forest Service warns against feeding wildlife. They say that if fed by humans the wildlife will lose their desire and ability to take care of themselves and could become agitated and dangerous if not fed. Sounds like the entitilement class!!!

Milton Friedman, Thomas Sowell... and Charles Payne. Thank you for your common sense explanations reminding us that "There is no such thing as a FREE LUNCH!"

The following statement, made by a truly great man, exemplifies the problems of the Western world. "If a man is called to be a streetsweeper, he should sweep streets even as Michaelangelo painted, or Beethoven composed music, or Shakespeare wrote poetry. He should sweep streets so well that all the hosts of Heaven and Earth will pause to say; here lived a great streetsweeper that did his job well."----Martin Luther King. More money for less work is the unions motto, and pride in one's work is something that is rapidly eroding in the Western hemisphere.

Cause of poverty? The democratic/socialist/marxist political movements.

roy prideaux on 8/11/2015 12:47:14 PM
1. Runaway free trade starting in the '70's wiped out whole U.S. industries.
2. Govt over-regulation inhibited business growth.
3. High taxes discouraged investment and made businesses non-competitive.
4. The sexual revolution contributed to the decline of family life, which is a fundamental engine of growth, seen most visibly in the black community.
5. Technology has undoubtedly wiped out millions of jobs, contributing to our two-tier economy. A costly plus.
6. 59 million abortions since 1967 (30% of the younger generation) are a big damper on consumer demand. (Just think how many more of its products Apple would have sold!)
7. The decline of American initiative and leadership in an increasingly complex world.

Dennis Howard on 8/11/2015 1:17:36 PM
Incompetent leadership. 7.

I agree with Jamie [above]. I live in a third world country several months a year - Belize. The scenario Jamie described is similar, and works well for those who pursue educational paths...which are available.

FMT on 8/11/2015 3:28:34 PM
Charles, you mentioned that many time. Mentoring is the only solution for those in need. Hands on mentoring in academics, employment and upbringing. We will all be surprised how fact we can turn a needy family to a productive one with mentoring thats mixed with opportunity to advance with little love and compassion.

Poverty results when folks are not educated and don't feel the need to work when society (Democrats) will give them enough to survive.

Fred S on 8/11/2015 6:15:46 PM
As I read your missive Charles I wonder why you're not yet another Republikan running for president. Your moniker as a financial guru is completely misplaced...no, you're an Empire Builder. Only you can make amerika great again.......not D. Trump!

Lots of good comments, but the bottom line has not been stated yet. The cause of poverty in America is POOR PEOPLE. Let's quit passing the buck. Yes, socialists in government like to help people stay poor and dependent. Yes, loss of jobs can knock someone back. Yes, handouts most often increase poverty. But, the reason a person is poor in America is because they chose that path for themselves and their children.

I know a family of 8 that lives on less than $3k/month. They are easily below the poverty line, but they are NOT poor. They use their money wisely and provide all that their children need. They don't waste it on sodas or cigarettes. They give to others as a habit of the responsible citizens that they are. And they gave of their time to help the Katrina "victims" (who threw temper tantrums when given good food because they wanted McD Happy meals instead).

What can be done about it. Lots of mentoring (without any federal government involvement). Limited charity on a local basis (with no federal handouts). Public service jobs (like litter cleanup) when the economy is faltering, but with option to fire their butts if they don't work hard at those jobs. The cycle of poverty is fed by unwed mothers and divorces, so make the bar and cost very high on divorces and make aid easier to get for two parent (1 male + 1 female) families than to single parents. Forced retirement of some socialist idiot judges and reversing the bad (anti-Constitutional) court decisions of the last half century (pro-abortion, pro-pornography, anti-prayer in schools, pro-promiscuity) would also help.

I am a 63 year old woman who made horrible choices as a young person. I was pregnant @ 16 a mother @ 17. On and off welfare due to my choices. I can tell you that getting off welfare was a scary thing. My life changed when I became a Christian. I stopped smoking weed. I was able to go back to college. The government had a program called CETA. This program held me accountable. I took this opportunity and became valedictorian of my class, shared my story at graduation which included my life verse "I can do all things through Christ Jesus". I am retired now after 30 years in a traditional male profession.I was paid the same wage as my male counterparts. So, I am also a testament to debunk the 'War on Women' that some are trying use. I am thankful that I had another chance to become a productive citizen in this wonderful country that we live in.

In a word, laziness. People are not mentally, spiritually and physically fit. As a country we have quit exercising. Get moving! Get up off the couch, turn off the TV, read a book and pray. You may remain poor but you don't have to live in poverty.
In this country more than anywhere in the world, you have the opportunity to improve your status...if you want to.

James on 8/12/2015 10:20:57 AM
The main cause of poverty in this country is government meddling. You can track the decline in education back to the ever increasing role of the Department of Education and you can pretty much lump in the decline of the family also contributing to poorly educated children due to the undesirable home environment.
You can also blame government meddling in the decline of the family. When the government decided that it was better able to provide for families than the breadwinner back in the 1960's, the decline of the family started it's downward spiral with ever increasing divorce rates and out of wedlock births.
It's all connected to the politician's trying to buy votes with big programs and services that have had the opposite effect of what we were told their intentions were.
Hopefully we can turn the country around next November before we are past the point of no return.
